Winmail.dat issue after upgrading exchange and outlook

Good Day..

We recently upgraded a client of ours from exchange 2000 and outlook 2000 to
exchange 2003 and outlook 2003. Ever since we've done the upgrade some users
are complaining that some attachments they send are converted to winmail.dat.
I've played with all the mail formats changed it from rich text to html,
plain text.. I've basically tried all the combinations.. Is there anything
else I can try to resolve this issue?

Is there anything on the exchange server I can modify?
