wininet errors

using: windows xp home sp2

while trying to run various programs including help and support i get an
error that says: the procedure entry point internetgetsecurityinfobyurlw
could not be located in the dynamic link library WININET.dll
please help

Please troubleshoot for malware by following these steps systematically:

The wininet.dll is often infected by malware.
