wininet.dll

I cannot access my internet because wininet.dll shuts it down. Can you tell
me how to fix this? My internet service, MSN, tells me that it is a Microsoft
issue.
 
When they tell you that, remind them that they ARE Microsoft (MSN =
Microsoft Network).
