wininet.dll error openning explorer 6.0

can anyone suggets how i can fix IE from DLL errors? I can
no longer open IE as each time I get "WININET.DLL run
error and then I have to shut down IE. sometimes I have to
reboot.

I have re installed 6.0 and that does not work. have run
virus scan and utility several time without a fix.

the only thing that works is when i change the date to a
few days earlier.
