winHttp.dll in Deployment Project

How do I go about including this dll in a c# deployment
project. I can use the reference fine on the development
machine. When I try to run on another machine it won't
work.

I fixed the problem. Was trying to run the output on the
desktop without the dll file. Created a shortcut to the
app folder and all is well.
