Does it have anything like the registry backup
files and folder >Sysbckup and Rb###.cab
files to restore the system file to earlier
version?
If so how it can be done?

You mean System Restore and NTBACKUP?

System Restore is similiar to WinMe???
NTBackup is a full backup utility???

WinMe and Win98 have > Scanreg utility
which automatically backup the registry files only in ffolder
Windows\sysbckup in form
of .cab file (RB001.CAB, RB002.CAB and
so on. These files can restore the registry
to an earlier version of system files by running
the Scanreg /restore command at dos prompt.
Is anything like this in WindowsXP Home/Pro ?

As for backing up your files....

A. Backup was originally designed for use in corporate backup
scenarios with tape backup devices not commonly found in the home.
If you want to use Backup, you can install it from the Windows XP
Home Edition CD.

To install the Backup utility manually

1.Insert the Windows XP Home Edition CD.
2.Click Perform additional tasks.
3.Navigate to the VALUEADD\MSFT\NTBACKUP folder.
4.Double-click the ntbackup.msi file.

You still need some sort of external media to store the results
on, but you could schedule the backup to occur when you are not around,
then burn the resultant data onto CD or DVD or something when you are
(while you do other things!)

A lot of people have wondered about how to completely backup their system
so that they would not have to go through the trouble of a reinstall..
I'm going to voice my opinion here and say that it would be worthless to
do for MOST people. Unless you plan on periodically updating the image
backup of your system (remaking it) - then by the time you use it
(something goes wrong) - it will be so outdated as to be more trouble than
performing a full install of the operating system and all applications.

Having said my part against it, you can clone/backup your hard drive
completely using many methods - by far the simplest are using disk cloning
applications:
