WindowsXP does not Boot. Endless Booting Loop. DOS shuts down

PLEASE HELP - I'M STUCK with a Boot-up Endless Loop

WindowsXP Pro (home user)

I cut the power to my PC at DOS booting step
accidentally.The computer begun to act irradically after
that. It will reboot itself after it booted WindowsXP and
the desktop showed up. within 30-50 seconds of showing
the desktop or opening a folder it would reboot and go on
a rebooting loop. Then later on in the week the computer
would loose power within 1/2 a second of pressing the
power button. The fan would turn a 1/4 turn and the only
thing showing electricity was the motherboard light
but "No Initial Ping Sound from the motherboard". When
power does not get cut-off:

I would get as far as Windows could not boot because of a
power failure or hardware change try choosing the
following options:
Safe Mode
Safe Mode w/ Networking
Last Good Configuration
Boot WindowsXP Normally

None of the options works and it keeps going on a loop.

I though it was a corruption of the WindowsXP OS , so I
took the drive placed it on another computer and did a
clean install of WindowsXP Pro. I placed the drive back
into the original computer case and the same thing
happens. I then decided it might be an unstable Power
Source so I replaced the Power Unit but the same thing
happens. I disconnected the Floppy drive and the computer
powers-up consistently in the last 4 times but it still
goes into a booting loop and now I get sometimes the Blue
Screen
error 0x0000007B,
(0xF8968640,0xC0000034,0x00000000,0x00000000)

Removing the Motherboard battery and re-inserting a new
one also did not solved this. Bios configuration looks
fine.

Is this a motherboard problem or something that is stuck
in memory or on a logfile/cache file ? Looks like it is a
Windows OS problem in recognizing hardware but what can I
do when it does not boot ?
I've replaced the floppy drive and used a Win98 Startup
Floppy. It will boot into DOS from the floppy but when I
navigate 3-4 folders within the hardrive DOS begins to
slow down and then it shuts the computer. Electricity
flows to the motherboard (light is on) but the rest goes
off & black.

PS. I don't have many cards on the motherboard (just my
graphic card,sound card, and I have not made any hardware
changes. They all worked fine before (1 1/2 yrs). Got
only one
hardrive connected (C-drive), replaced the floppy drive
and NO CD-Drive connected. I got no viruses either, and a
new Power unit.

HELP !!!! ????

it is hard ware problem , some is short the power , could be motherboard , powersupply or cpu etc
try to unplug all the power and re plug the power to the motherboard the start the computer, let see it post up or no
then if it works , replug power one by on
if nothing works , you might need to replace motherboard, ps or cpu
 
It does not seem to be a power supply or motherboard ASUS ( I originally thought it might be but I'm having doubts). I've taken the C-drive out and installed Windows98 on another computer (Celeron) .After installing the OS I took the same drive placed it on the original ASUS computer and the computer runs fine (except for a whole bunch of new drivers that need to be installed). I've tried to upgrade to Windows98SE on the ASUS computer and it shuts down in the middle of the installation. The same thing happens with an installation of WindowsXP on the ASUS machine. It also has issues recognizing other hardrives or CD-ROMS eventhough the BIOS sees them. I've stripped everything from the ASUS motherboard except the graphic card (GeForce Ti). Everytime I try to install a WindowsOS using the ASUS machine it shuts down regardless if it is an upgrade or a clean installation starting with a clean re-formated drive

What is going on? It's driving me crazy for the last 2 weeks !!
Please help I need all the info I can get.
