I want to delete the windows that I have on my cpu and install XP. How do I
remove windows and then install the new program?

Just boot from the Windows XP CD (change the BIOS boot order if necessary to
accomplish this) and follow the prompts for a clean installation (delete the
existing partition by pressing "D" when prompted, then create a new one).

This removes *everything* from the drive, so if there's anything you need
there, be sure to back it up first.
 
I cannot delete the windows that is on right now. It only goes to repair
option. Any ideas?

Did you boot from the Windows Installation CD? Did you try to follow the
instructions on the sites I cited?

Please be very specific as to exactly what you did.
