Try booting the computer in Safe Mode. When it has finished booting
up in Safe Mode open Control Panel - Hardware - Device Manager and
expand the Keyboards category by clicking on the + sign.
Right-click on each entry in the Keyboards category and select
Uninstall.
Also check for anything in the "Other devices" category and unstall
all of these.
Then shut down and restart Windows normally. It will redetect the
keyboard and reinstall the driver which might just correct the
problem, if it is software related.
The other possibility is that the keyboard controller chip on the
motherboard is defective. If so then that would require a motherboard
replacement.
