Recently, my system was infected with spyware/adware and
several problems emerged, one being Windows not being
able to shut down or log off users. I used some software
to delete all spyware/adware on my system, which solved
most of my problems, but it still can't log off users or
shut down.
Whenever I try to shut down or log off, XP tells me that
it is waiting for a program called OnScreen Display
Window (which I have yet to find) to finish. Whether I
end the process or wait for it, Windows still won't shut
down. Anybody know how to fix this?

Your computer is 1) not completely clean; and/or 2) system files have
been damaged. Check out the forums on www.spywareinfo.com for lots of
help removing malware. You need to have a squeaky clean computer before
it will work right. To replace damaged system files, you can go to
Start>Run and type "sfc /scannow" without the quotes. Have your XP cd
ready or in the drive.

Same problem here Drew. When I try and log off, I get an "end program" box which I can end now to close or log off or just cancel it if I want to stay on, any help?

Try this manner of shutdown:
A. In a Command Prompt window, just after the blinking cursor, type
"shutdown -f -s" (less the quote markers AND BE sure a space preceeds each
hyphen) and press the keyboard "Enter" key. The "f" switch is an instruction
to force running processes to close. If you want to see all switches for
this command, go to a Command Prompt and type in "shutdown -?".
B. This should get you out until you fix the problem.
