Windows XP wont shut down

When I 'turn off computer' using Windows XP, computer shuts down and then
starts a brand new reboot to start up again. In between shut down and reboot
the following error flashes up for a brief time which may be related.

The IPSEC Services service terminated with the following error: The
attempted operation is not supported for the type of object referenced.
 
Check in the Event Viewer for a reference to this error. You need the Event
ID & Event Source.

To open the Event Viewer...
Start | Run | Type: eventvwr | OK

Double click the event in Event Viewer | Click: the button below the second
arrow (looks like two pages) [[Copies the details of the event to the
Clipboard.]] | Paste into Notepad | Click:
