Windows XP won't open

Hi,

I got this message today when I tried to log on:

"Explorer.exe The procedure entry point AssocIsDangerous
could not be located in the dynamic link library
SHLWAPI.dll. "

The system states it is loading my personal settings then
nothing happens. It freezes at a screeensaver picture.
When I hit ctrl-alt-del, the Task Manager shows no
programs are running so I have to shut the machine off by
holding in the power button. Can't do anything else. Any
ideas?
