Windows XP won't load

I was having problems getting Windows XP to load; it kept rebooting just
before the splash screen. I contacted the technical support of my computer
manufacturer, and was told to repair the Windows installation. Now, not only
will Windows still not load, but I can no longer access Safe Mode, as I keep
getting the message that setup will not run in safe mode.

How do I fix this please?

I recently visited a client who was having exactly this problem. I opened
her computer's case and disconnected the hard disk, and connected it instead
to an external USB connector. I then took out my laptop and connected the
other machine's hard disk via that USB device.

Once the drive was detected, I deleted pagefile.sys and hiberfil.sys. These
large files are in the root.

I then disconnected from the laptop, re-connected the drive to its computer,
and started it up. I tried Safe Mode once, there was a mild crash, but the
next restart was normal and has been since. I was there for perhaps half
an hour.

As it happened, that was the third machine in a row I fixed that way.

Would you suggest getting in a home computer repair person in then? I had a
feeling I might have to do this. Or would I be able to do it myself with my
backup computer?

If you're comfortable with moving drives from machine to machine, which may
involve moving jumpers, you can do it yourself. For this purpose, I use a
USB 2 external drive connector. these are commonly sold as external drive
cases, as well.
