Windows XP with sp1

I want to make a image of windows xp with xp1, and i use windows xp embedded
with sp1. I add the "windows xp service pack 1 resource dll" component,but
after FBA, i found it's only a windows xp but without sp1.how i do to add
the sp1 into the image.

I want use the XPE to build an OS that some softwares can run on it. But one
of them needs windows xp service pack1. I add "windows xp service pack1
resource dll" component into the image, but it seems doesn't work,i still
can not run that software in the OS. Who can tell me how to fix it?Thanks
And my XPE is XPE with sp1 and WMP9.0.
