Windows XP with Blank Screen - Wall Paper Only

Please help.
when I startup the computer and go into my user account (actually all
user accounts), the desktop is blank except for the wall paper. there
are no icons or the bottom menu. There is not even the "start" at the
left hand bottom as usually is the case. I am able to reach and run all
the programs thru' Ctrl+Alt+Delete [Task Manager] though by "browse"
and "run" option.

I have ran "stinger" and found Dumaru, Exploit-DcomRpc etc. but even
after this I am unable to get to the normal scren with icons. I am also
surprised that every time I run "stinger" [as latest version as of
02/02/2006] I am finding new virus...why it cannot detect and delete
all in one go...already ran 4 times.

How do I come out of this problem? Please help. Would running a system
recovery hep. I have HP machine. I am not a "real" techie but good
enough to understand and do all this myself and hence please explain me
in a bit layman terms.

Stinger is a very limited antivirus tool, not a substitute for a
full-featured antivirus program. Get all necessary tools and updates
from a different, known-clean computer with a cd burner, or have a usb
thumbdrive with enough capacity to transfer the files.

Start by running either Sysclean or David Lipman's Multi-AV:

After you've done the initial scanning with one of those tools, get a
full-featured antivirus, install it, update it, and do a thorough scan
in Safe Mode.

If the above process seems daunting - and there is no shame in admitting
that - take the machine to a professional computer repair shop (not
your local version of BigStoreUSA).
