Windows XP will not load

Windows XP cannot load. Options menu for safe boot, or system restore, and
other boot options comes up but it always returns to windows cannot load
screen after selecting and entering. I am almost afraid to ask where to
start. I can enter the Dell Bios but that is it....

If you can't get into the OS and haven't any specific errors then...

Is there a specific error message? Or does it just state, "Windows
Cannot Load" ?
