My machine downloads and install the exact same update everyday. The update
is Security Update for Microsoft Data Access Components (KB823718). Can
someone please tell me how to get it to stop doing this.

Two suggestions, which I would try in the following order:

1. First, go to Windows Update and check for updates under the "custom"
option. If this component shows up, look for a checkbox called "Hide this
Update. Check it.

2. Second, if you see the yellow shield thingie in your system tray, click
on it, click "custom" options, and you should get a similar option to tell
Windows to stop displaying and installing the update.
