Windows XP UI

Yes that is a very appealing task bar at the bottom but I'm thinking that its
not a third party skin. I am pretty sure that is the Windows Media Center
Edition not XP home or Pro and that is the standard look to Media Center.
You may be able to get a skin somewhere as Malke stated as well.

Oh, that's a good answer; I hadn't even thought about the Media Center
Edition since I don't have one and rarely see one in my practice.

I too have loved the new look in the media center edition and had been
wanting it for my computer. Thats why I knew what you were looking for when
I first saw your post. And guess what I have found it! It's called the
Royale theme or Energy Blue theme. Here is a link for you and anyone else
who wants this theme for their windows xp home or pro box.
