not spam. there isn't anything commercial on the blog

Commercial is not a requirement for spam.
However continuously posting over and over again unsolicited messages
is.
This spam is repeated too often in various newsgroups.

Do you want everyone who thinks they have a good website posting the
site?
How many posts a day could these newsgroups then get?

Or would it be better if they would assist users and then refer to the
site as appropriate?

If it looks like spam and acts like spam...

I agree with everything you said. I think ironically his multiple
postings worked against him. If he just posted it just once or twice
I might have believed his post but after I saw it posted many times I
considered it as spam and not worth my time to visit.

Posting of blogs on technical newsgroups is usually considered
inappropriate. Of course a newgroup's users decide what is appropriate.
