Windows XP Task Scheduler Gone!

Somehow, I recently lost the ability to use task scheduler
in Windows. I still have th service, but it won't start.
NO scheduleed programs will work. Further investigation
revealed that I am missing MSTask.exe and perhaps other
files that are associated with task scheduler, however I
do not know of any other files so I don't know what to
check. I believe it had to do with the installation of a
PVR software and perhaps the .NET framework from the
WIndows update page. I just formatted and installed
Windows twice in the last month and would really like to
be able to regain this ability without having to do so
again. Is there another way?

A scheduled task can be run without passwords:

For Pro: Start/Control Panel/Administrative Tools/Local Security
Policy/Local Policies/Security options. In the right hand pane (third down).

Accounts: Limit local account use of blank passwords to console logon only.
This is enabled by default, disable it.

For Home: Run Scheduled Task without a Password (Line 67)
