windows xp shutdown instead of reboot

my big boy in the hous have done something with both our pc that when we ask
for reboot the computer only shutdown. i look at myself as an well known
winows user but this problem I don't can find out of. I have a feeling that
it is a program he have downloaded or a virus that cause the problem. But
virus I don't have found in any of the pc's. Is there anyone that can help me
with this problem?
