Windows XP Service Pack 1 (Express)*-Can't install

I can't install the windows update above. Error: file
atapi.sys is being used by other applications. I close
all other applications and retry and still won't
install. I look at the file located in
C:\windows\system32\drivers\atapi.sys and can't tell
where it is being used or what to shutdown. What do I do
next?
 
Perform a "clean boot" and then install SP1a.

Visit http://www.microsoft.com/WindowsXP/pro/downloads/servicepacks/sp1/default.asp
and select "Network Installation", download SP1a to a new folder, then install.

I did the clean boot, made sure that only load sys
services box was only checked under the general tab and
that all non microsoft services were stopped and I still
get the same error message listed below. Any other
thoughts??
