I know they are Windows Updates, that's what those keys are for.

I *know* SP3 does not exist. It probably will soon, though, since we get
about 10 Critical Updates a month now. :-D
SP3 is listed because any new updates that came out after SP2 was released
are listed in SP3. Any of those updates that are newer than SP2 are listed
in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Windows XP\SP3
because they are not part of SP2. Those updates are newer than SP2 and have
never been and never will be part of SP2. They have to be listed some
where.
If SP3 were to actually be released, any of those updates that came out
after SP2 was released would probably be included with SP3. IMHO, they
better hurry or SP3 will have to released on more than one CD. ;-)
Just as every update that was a part of SP2 would not have been listed under
SP1. Yes, I know that SP2 also includes SP1, so that you do not need to
install both seperately.
If they ever release SP3 there will probably be a key like this...
