Windows XP restarting after shutdown

I've just had some upgrades done on a friends PC and when I got it home
everything works except when I shut it down it acts as if I have selected
restart. The only way I can switch it off is during the restart to wait until
the monitor goes blank and switch off the PC at the back of the BOX. Anyone
know how I can rectify this?
