Windows XP - Removed SP1 & Windows does not start

Windows XP - Removed SP1 & Windows does not start
Boots to "Verifying DMI Pool Table"
then "Windows did not start successfully"

choose...
Safe Mode
Safe Mode with Network
Safe Mode with Command Prompt
Last Known Good Configuration
Start Windows Normally

None of these choices work and the workstation reboots
over and over. What can I do to fix?
