There is no set limit to be used up. What may have happened is that
your product key has been activated so many times in a short period
that it has been flagged as possibly suspect and therefore they want
you to activate by telephone. There should be no problem with the
telephone reactivation.
Is there a reason behind your apparently frequent needs to reactivate
Windows XP? I haven't had to reactivate my retail license since I
changed the motherboard about 3 years ago even though I have made a
number of changes to the components.
If you are doing a "repair installation" of Windows XP then you can
make backup copies of the wpa.dbl and wpa.bak files (in the
\windows\system32 folder) and then copy them back after the repair
install. Note that this does not work if you do a reformat and clean
reinstall.
