Advice please:

1). The 'Turn Off Computer' button has disappeared from
the bottom of the Windows XP Home Edition Start Menu. How
do I get it back?

2). The 'Task Mananger' option is 'greyed out' when I
right click on the XP Task Bar. I think the Computer
Administrator function has accidentally switched off this
function. I am the Computer Administrator - how do I
switch it back on?

Go to start >Run>type Gpedit.msc This will open grpou policy window.Go to
User configuration>administrative templates>start menu and taskbar >Check
for Remove and disable turn off compuer button & Remove nad prevent access
to Shutdown command Group Policy setting both should be not configured or
disabled .
 
For 2nd part of your question
go to Group policy window >user configuration>administrative
template>system>ctrl+alt+del option>Check for REmove Task Manager Policy
setting it should be not configured.
