Windows XP Pro Service Pack 2 Network Not Working

I have a network consisting of Windows XP SP2 clients and a Windows NT SP 6
server. I recently purchased a new client system from Dell and introduced it
into the network. This machine can see/access the server and all shares
located on other systems. The problem is that other users can't access a
share on this system. This machine also does not respond to PINGS (I set up
a packet sniffer and see the PING go to the machine and I even see the
machine respond to the ARP request for it's Ethernet MAC address). The lack
of response to a PING leads me to believe this is NOT a file systems
permission problem so I disabled the Microsoft Firewall but I still can't
PING the machine or access the shares on it. Anyone have any idea what might
be happening here?
 
sounds like firewall issue. asuming you have disabled the windows firewall, do you have 3dr party firewall or security software like norton security software? or try to enable windows firewall, and then enable file sharing. this page may help, http://howtonetworking.com/Windows/xpicf1.htm

I have no third party firewall on any system unless it would be a McAfee item
that got installed as a "free trial" on the new machine. I'll look into that
and see if that could be the problem.
