Windows XP Pro. Local user policy settings

Hello y'all

I have around 60 computers, without any domain controller.
Due to various reasons, I cant setup a domain for this
network. I would like to setup each machine with one
normal user account for day to day work. I also want to
enforce some restrictions based on user login like content
advisor,Avoid changing wallpaper, avoid access to control
panel, system files etc..

Is there a way I can achive that?
I tried group policy but that is getting applied to the
system inspite of any user login.
