Windows XP - partially unable to browse network

I have a simple 2 PC network at home running windows XP
Professional. We connect to each other via a ADSL 4 port
Router/hub.

We can both access the net with ease.

We both belong to the same workgroup name.

PC 1 - "kamakazi" can browse PC "skot", Map network Drive
and use the printer attached to "skot" and ping skot

"skot" CAN map a network drive to "kamakazi", copy and
move files etc BUT I cannot browse the network and
see "kamakazi" and cannot ping "kamakazi"

The only difference I can think between the two PC's is
that "kamakazi" is using FAT32 and "skot" is using NTFS.

I have searched the knowledge base without luck.

I am an experiences IT professional at work but this has
me stumped

We have disabled Microsoft and Black Ice Firewall, we
both have identically the same network services and
protocols and I have enabled NETBios over TCP/IP

CAN ANYONE HELP ME PLEASE
 
if you can ping each other by name, it could be the master browser issue.
