windows xp opens to background with no options

Hi windows xp pro is opening to my picture background, but nothing else. If
i press alt, control, delete, i get the message administrator has disabled
taskbar.

have tried opening in safe mode but just ends up at same position. have
taken disk out can can view all files from another computer usb.

any ideas how to fix for somebody who is not too high tech.

Did you recently remove malware? The issue may be this one:

Otherwise, since you say you are not computer-savvy, take the machine to
a professional computer repair shop (not your local version of
BigStoreUSA).

Don't you have a User account?
Should not be using "Administrator" account!!!
