Windows XP keep restarting event ID 7000

I have this problem for a few months. My windows keep restarting. Below is the info that I got from the event viewer regarding the error

Event Type: Erro
Event Source: Service Control Manage
Event Category: Non
Event ID: 700
Date: 6/8/200
Time: 6:26:23 P
Description
The mrtRate service failed to start due to the following error:
The system cannot find the file specified.

What should I do to fix this problem

Hi,

Start/run msconfig, go to the services tab. See if mrtrate is referenced
there, if so uncheck it. Then go to the startup tab, disable anything that
loads a Quicken product. Click apply/ok and reboot. You can still use the
software, it doesn't need to load at boot.

I do not see mrtrate on the services tab.
My question is how do I know which startup item loads the quicken product on the startup tab since it looks like there is no quicken as the startup item.

Below is the startup item that I have on the startup tab:

Hi Ting,

Start/run msinfo32, expand hte software environment and click on the startup
programs. Click edit/select all/edit/copy. Open a reply to this post, click
in the message text area. Hit ctrl+v to paste the contents and send for
examination.

Hi,

It's not listed, so it must be one of the services - possibly listed as
intuit or mrtmngr. Found this here, it may help:

Recommendation :
Disable from within Quicken/QuickBooks - choose the "Edit \ Options \
Internet Options" menu option. Press Alt+Shift+4. Click "Yes" on the
window asking you if you want to disable the Quicken Background Download
Manager. Click OK. Close Quicken. Restart your PC.
