windows xp home won't start

The second that the first screen with the windows xp loading icon comes on, it sounds like the modem kicks in and keeps trying to dial. This happens for a few seconds until the screen pop up to try safe mode, last know good setup or start normally. The second that this screen goes off it starts trying to dial again. I let it run for 6 hours last night and it would never start.
 
Try this solution:
WARNING: The instructions involve using Registry Editor.
Please be careful. Incorrect edits may cause serious

Open the Run Dialog (Start>Run) then Type Regedit
In Regedit go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Ole
Change the EnableRemoteConnect value to N (if the value
doesn't exist, create it as a REG_SZ (String).
