I am unable to start windows in either normal or any of the safe modes
available. it freezes on the screen that says Windows XP and wont continue
any further... is there a way to do a system restore from a dos prompt
instead of the command prompt?

Hi Ken
Have you had a look at-

http://www.howtofixcomputers.com/bb/ftopic98149.htm

may provide some clues. I've a feeling may be something like a RA
fault or power supply fault

As you probably know what happens, is the Bios wakes up giving th
POST beep, waking the CPU up and loads the OS and whatever programme
that runs at start up into RAM

In the safe mode you should get the opportunity to select 'use
setting that last worked correctly' this should be one of th
options

You say it freezes when it comes to Windows, does it just lock up an
stay there or do you get a blue or black screen..?

Whatever it is the RAM is still being loaded from the HDD
