We had a power failure in our neighbourhood and the desktop was on. After I
rebooted it, all the links to all software, including the windows
links/commands, are broken. It either sends me to the net to search for the
best program or gives me the option to browse the system. I have tried
system restore and it doesn't work....recovery console keeps asking me for a
password when there isn't one....I've pressed enter to keep it blank and it
still doesn't work.

Does anyone know how I can fix this without re-formating the whole thing?

Try various file association fixes starting with the the .exe file fix
