Windows XP home edition-safe mode

When I boot Windows XP and press F8, instead of safe mode, I get the
option to change boot up to the various floppy and hard disks. Any
suggestions. Thank you.

Do you think that what you got into was the BIOS setup? instead of F8 bootup choices?
The trick in using F8 to get into Safe mode is....not too early, not too late.
You want the BIOS's POST to do its thing; you want the BIOS to finish detecting devices; but press F8 before Windows even begins loading.
