Windows XP - hal.dll missing or corrupt

I am trying to repair a computer with the above error message. I copied the
file using the recovery console and got the message that it was successfully
copied, however when I tried to load windows I got the error message again. I
am willing to reload Windows, but I don't want to wipe the drive if it can be
avoided. Setup is not recognizing that Windows is already loaded. Is there a
way to repair this without wiping the hard drive?
