Is there a way to turn on the Windows XP firewall without
having anything in Dial Up Networking?
 
Sure if you have a network card you can enable ICF on it. What ever network
connection is your Internet connection is the interface that you should
enable ICF on.

The Internet Connection Firewall works as well for LAN connections.
