Windows XP continuously reboots...

Heres the situation. The computer, for some odd reason,
would not load internet explorer. It would constantly hang
on the program and I would have to shut the program down.
After a few tries with this, the computer completely hung
up and would not even turn off. So I unplugged it. Waited
a while and then plugged it back up. Turned the system on.
Now, I have a black screen with a white bar at the bottom
of the screen. Once the bar fills up, the Windows XP
loading screen appears. About 3 to 5 seconds after that
screen appears, the system will reboot itself and this
appears to be a loop. It will constantly reboot itself. I
have tried to boot into safe mode and have gotten nowhere!
Please help! I have no clue what patches, updates, etc.
have been done to this machine. My parents dont know what
they are doing. HELP
 
I'm a PC technician--see this quite a bit at my workplace with 300+ users at
the local office. Either one of two possibilities from my experience--a bad
hard drive OR you've lost your Windows registry. Either way, it's bad news.
Given my experience, I'd try a clean install of Windows XP.

This happened to me and it also started with internet
explorer. I don't know about the black screen/white bar,
but I couldn't shut down either. I also got caught in
a "reboot loop". Check your memory. Microsoft has a
program you can download with instructions how to test
your memory. I couldn't even do that because of the
rebooting problem. Try removing your memory cards one at
a time or changing them one at a time with one you know
is good. I got lucky with the first one I replaced. Good
