Windows XP can't get online even with an IP address!!!

Here is the story -
I have a tenant who has a laptop running xp pro who can get an ip address
from us and can ping internal machines (dhcp, dns, etc.) but can't go online.
The internal windows firewall is not the issue (does samething with it off).
the network connection is getting bytes (quite a few!) but nothing is coming
up. Can't ping anything outside our internal network. And here is the
kicker, if I plug my laptop in at the same location, there is no problem!!!
Settings on both machines appear to be the same, yet not the same results!!
I apologize if there is another thread that contains the same issue, but I
could not find it. Any help would be GREATLY appreciated!!
 
you may want to use tracert command to find out where the traffic goes. Or posting the routing table here.

I have done tracert on the victim laptop. No times come back (all *'s). A
thing I forgot to mention the first time is that the laptop that has the
problem was able to go on last week with no problem. When asked, the owner
of the laptop said that the laptop did not have any settings changed since
then.
