Windows XP can't change password

Dear Sir,
I set Domain controller security policy and Domain security policy for
minimum password age 90 day, maximum password age 95 day, minimum password
lenght 6 characters and enforce password history 6 remembered. After user
recived alert to "change passwork will be expired 10 days......" when user
change password the system not accept it still alert same message. I check
password not same old password and more than 6 characters that it corect but
can't change. May be it wait to password expire. How to change password after
system alert before password expire?

You have told it to not asllow password changes until the password is 90 days old.
Reset minimum to a much smaller number, like 1.
