windows xp balloonns gone?

not the ones that pop up when you open start menu and says to many items or
whatever it says-, the ones that when you hover the cursor over for a sec, it
tells you the size of the folder etc, can sombody tell me what controls this
and how to get it back?

Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\show info tips--

changed 0 to 1

Open TweakUI
In the left column click on "Taskbar and Start Menu"
On the right under Settings, put a check mark next to "Enable balloon
tips"
