Windows XP and svchost.exe using all pagefile at startup.

Hi,
I have a XP Professional PC that when I login after power on
or restart, the PC is unusable for about 5-10minutes. I have noticed
that one of the svchost.exe processess takes about 12MB of memory
usuage. If my page files was set to 512MB, page file usage would rise
right up tp 512MB then it would fall back down to nothing and then the
computer is right to go. If I set the pagefile to 1024MB, same
problem. If I set no pagefile, PC is okay as there is no pagefile to
be used. I have run a process monitor on the svchost.exe and there
about 7 processes that use the svchost.exe. I am figuring is there any
way that I can seperate those processes??
If I end task on svchost the pagefile drops back to normal. But
then I don't have network and such.
Even in Safe Mode this problem still occurrs.
I have tried deleting the pagefile, defragmentated the HDD. I have
tried the Application Accelerator for the Intel Chip but the patch
errored saying I don't have the correct Intel chip. It is a P4
2.8Ghz, 256MB 40MB HDD.
Has anyone got any ideas or suggestions.
