Windows Xp acting like a firewall is enabled

I have no firewall enabled , I can connect to the internet but can't play on-line games. When I ran a UDP scan at Sygate it said I need to turn off my firewall. PLease Help. I've been troubleshoting for a week now and can't solve this problem.

Hi Dan

You are sure that you don't have windows Internet Connection Firewall
running.
Are you connected via dialup or broadband?
Any routers, pcs or other hardware between your own pc and the www?
Are you running any monitoring software whatsoever?
Have you uninstalled any firewall/monitoring software recently?
Exactly what problems r u getting when trying to play online?
Does your ISP place restrictions/blocks on particular types of connection?
 
I am sure I'm not running IC

Router, but disconnected it and still have problem
After the problem I did install SpyBot to see if I had anything running that may be using the on-line game ports.
Can't connect to any game servers. Ex. Battlefield 1942 , all the servers have a ping of 9999. Ex UT2003 ping = N/
Never had problems playing any on-line games until the last week. I also did a restore back a month and that didnt work.
