Windows XP 2nd user account and Internet Explorer

I am having trouble with the 2nd user in XP. It only allows one IE
browser to be open at a time. If a IE is open and I try to click the
'E' icon again, type Ctrl-N, or right-click "Open in New Window"...
the new browser will open fine, but the old browser will close!
Whatever I do, only one IE window can be open at a time. This is only
a problem for secondary users, the owner account does not have this
problem. Everything else about the multi-user XP seems to be working
fine.

Any suggestions? I found a previous post that asked this question
back in April, but there was no reply. Is there a FAQ or a help page
for this?

Do you have Yahoo Companion toolbar installed? Note that this behavior may
also be caused by spyware.

I have the Google Toolbar installed. Is the toolbar the cause or the
fix? We have Webroot Spy Sweeper running every night.

Hmmm... uninstalled the Google Toolbar and now I get the
only-one-IE-at-a-time behavior on all accounts (owner and secondary).
:-( The computer has had spyware problems in the past... that why the
owner ended up getting the Spy Sweeper software.

Google Toolbar does not cause this. This may be due to a malware browser
extension. One quick-test to see if this is caused by browser add-ons:

1. Click Start, Run, type Control Inetcpl.cpl.
2. Click the Advanced tab.
3. Under Browsing, click to clear the Enable third-party browser extensions
(requires restart) check box.
4. Restart Internet Explorer.

This prevents any additional toolbars, BHOs from being loaded with the same
memory context as Internet Explorer.If this helps, then the problem is due
to a browser extension, which you can spot by editing the registry. Or, you
can use my utility ToolbarCop which displays all the browser add-ons
installed in the system. Using ToolbarCop to remove the unwanted Toolband,
Toolbar Icons and BHO: http://www.mvps.org/sramesh2k/toolbarcop.htm.

Also, run these spyware removers. Download the latest versions of this tool
*AND* also update the database immediately before running a full scan.

Create a System Restore point first (in case)

If that does not help, download HijackThis from
http://www.spywareinfo.com/~merijn/ Generate a log using HijackThis and
visit any of these forums below to post your HijackThis log. The experts
there will guide you how to remove the spyware from your system:

Oh... it turned out to be the Yahoo Companion after all! I didn't
notice it was installed because 'Yahoo" comes after 'Update'
alphabetically so I didn't notice it all alone down at the very bottom
of the list. Uninstalled that and all my problems went away.
