Windows wont start outside of safe mode

Windows will run in safe mode, but if I try to go to last known good settings or restart in normal mode the system just stays on the startup window. The computer is trying to run but it never seems to get to the normal mode. Does this mean I have damaged some windows filed and need to reinstall windows xp? If so how do I do this from safe mode? Thanks for any help you can provide.
