Windows won't run programs

My laptop (not the machine I'm using right now) has gotten itself into a
strange state where many
programs will not run. The initial screen pops up briefly, then exits.
This happens with most of the
apps in the control panel, Windows help, the DOS window, even the task
manager. HELP! How
can I get my machine working again? I have no idea how it got this way.
