Windows won't recognize or write to previously working external DV

I run a Toshiba Laptop, 2.3 gig, 512kram, etc where I installed a Pacific
Digital 4x DVD +/- R RW drive connected by a USB 2.0 cord. Worked great for
months, I only use it for automatic backup at work (no dvd movie question
forthcoming). A few weeks ago it started getting moody and wouldn't show up
as working properly and now it has a different error every day. Some days it
shows up as a CD drive only, and some days the drive says error, not
accessible. Today I got a new error that says there was an error with the
I/O.

I have uninstalled and reinstalled it to no avail. I cannot find any new
drivers, so I am at the end of my rope. Any comments appreciated.
 
There are no specific drivers for this device that you can update. You
could try updating your chipset (motherboard) drivers and see if that
helps the situation. Most likely, you have a bad registry entry. Here
is what I would do:

Disconnect the problem device and open the Registry Editor
(Start-Run-regedit). Navigate to HKLM\System\CCS\Enum\USB and look for
the folder containing information about the problematic device. Now
right click on the folder labeled Vid_Xxxx that contains the information
about the problematic device and click Permission. Allow full control
of the key, then right click on it and delete it. Now reboot and try again.
