Windows Vista Home premium help files: Can't find them

I purchased a brand new computer this week that has Vista Home premium on it
but it has never showed or allowed me to open up the "help files", especially
from the welcome center. It just keeps saying, "can't find the page" in any
capacity and I do not understand why I can't get any help files. Is this
common and how can I get my help files within this new operating system? Has
anyone else had this problem? thank you so much for all of your help. I just
want to see my help files...
