Windows Vista Borderless Image Viewer (and nothing else)

I would love to have a very small utility to display images on my desktop,
with no controls other than the ability to open, move, resize and close
them. I don't want ANY border (or perhaps just enough to move and/or resize
it). I don't want it to DO anything to the pictures except display them. It
should be able to handle popular image formats such as BMP, GIF, PNG and
JPG. The feature list should be negligible and the response, via (eg) a
shortcut, instant.

I have googled till I'm dizzy and found nothing. At the moment I am making
do with Microsoft Office Picture Manager, but I don't want its borders,
menus and buttons.

If I had a handful of printed photos and put them on a wooden desk, well
that is exactly what I want to do electronically on my Windows Desktop. (For
scraps of text, Stickies from www.zhornsoftware.co.uk comes near.)

It is truly amazing if such a simple thing can't be done!

Please point me to any ideas or even to the programming I need to write my
own.

Create a web page with the images in cells in a table.
Open the web page in IE in full screen borderless Kiosk mode.
Make the web page your desktop background.

This isn't 'exactly' what you are describing, but try this.

Right Click the Sidebar and select Add Gadgets. Double click the Slideshow
gadget. When the gadget appears, use the left mouse button to drag the
gadget off the sidebar onto the desktop.

Right click the gadget and select Options. You can select which folder that
contains the pictures you want to display. If you place focus on the gadget,
you can use the Arrow keys to go forward or back, or you can just let the
slideshow run on the desktop. You can also select Transition Effects, time
to display each picture or shuffle the pictures.
